• total 13 bits = [ hour: 5bits (0-23) | 5min: 4bits (0-11) | min : 3bits (0-4) | 1 parity bit ]
• bit = 1 (long) : 200ms white then 100 ms black
• bit = 0 (short): 100ms white then 100 ms black
